Issuance of ID-cards started from 01.01.2002. The design of an ID-card was modified on 03.09.2007.
From 01.01.2011 issuance of ID-cards to citizens of Estonia and to EU citizens started, at the same time issuance of residence permit cards to citizens of third country nationals and to stateless persons was started.
