The right of permanent residence of an EU citizen

You can register the right of permanent residence, if you have resided in Estonia on the basis of the right of temporary residence permanently for 5 successive years. As an exception you can register the right of permanent residence prior fulfilment of 5 years. An application on behalf of a minor child under age 15 is submitted by his/her legal representative (e.g. parent, guardian, authorized representative of a guardianship authority).

A minor child younger than 1 year, of an EU citizen who resides in Estonia on the basis of the right of permanent residence, has the right of permanent residence.

For registration of the right of permanent residence please address in person a Service Office or send the documents requested for registration of the right of residence by post or e-mail (it is not possible to apply by post on behalf of a child younger than 1 year).

Documents requested for registration:


If an identity card is applied for a minor child under age 15, then the following must be added to the above-mentioned documents:

  • a child’s identity document, if such exists;
  • a parent’s identity document;
  • if the parent's name in the child's birth certificate differs from the name in the parent's identity document, please submit a document certifying the change of the name of the parent (e.g. certificate of marriage), if the name was changed in a foreign country not in Estonia.


In case of registration of the right of permanent residence on the basis of an exception, please submit in addition the following documents:

  • exception 1 – a certificate proving that you have been working in Estonia for at least the last 12 months.
  • exception 2 and 3 – a decision by the Estonian Unemployment Insurance Fund on establishing partial capacity for work or lack thereof.
  • exception 4 – a certificate proving that you have been working in Estonia for at least 3 successive years and a free form application confirming that you will return to Estonia once a week.

 

Decision on registration of or refusal to register the right of permanent residence
The registration of or refusal to register the right of permanent residence shall be decided within 1 month from acceptance of the application for proceeding, but not later than 10 days prior the expiry of the validity term of a right of temporary residence.

The ID-card is issued within 30 days (after the application was received for processing) to an applicant in person or to an authorised representative assigned by an applicant (recommended form, possible to fill in on a computer screen or print out and fill in by own hand) at the time of applying for the document, in the Service Office indicated in the application form.

A document of a minor under age 15 shall be issued to his or her legal representative or to an authorised person appointed by the representative.

When receiving the ID-card please present:

  • please provide a previously issued valid document of the same type


An authorised representative:

  • provides his or her valid identity document issued in Estonia
  • provides a valid document of the same type, issued to the applicant, if such document exists
