Estonian citizen's passport for a child

An application for a passport for a minor of less than 15 years of age is submitted by the legal representative of the minor (a parent, guardian, authorised representative of a guardianship authority).
 
Passport can be applied for in Service Offices and the foreign representation of the Republic of Estonia. If less than 5 years have passed since the applying for the previous passport of the child and taking of his or her fingerprints or if the child is under 12 years of age, or if you apply, as an exception, for a passport without fingerprint images valid for 1 year , the passport can be applied for also by e-mail.

Passport can be applied for in expedited order in the Service Offices. If an identity document has not been issued to a child (up to 15 years of age) earlier, passport in expedited procedure can be applied for in Service Offices in Tallinn only. It is not possible to apply for a passport without fingerprint images in expedited procedure.

As an exception, a passport for a child can be applied for in expedited order in all Service Offices:

  • if child has born in Estonia after November 2011 and at least one of the parents of the child holds Estonian citizenship at the time of the birth of the child or
  • child has acquired citizenship by naturalisation.

Additional documents:

  • if a child has been born in a foreign country and his or her personal data have not been entered to the Estonian population register, please submit his or her birth certificate;
  • if personal data (for example, name)of a child have been changed in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data of the child;
  • if the name of the parent in the birth certificate and in identity document of the parent are different (name of the parent has been changed in a foreign country and changed data have not been entered to the Estonian population register, please submit the document proving change of the name (for example, marriage certificate);
  • if application is submitted by a guardian designated by the court or authorised representative of the guardianship authority and right of representation is not entered to the Estonian population register, please submit a document proving right of representation;
  • if the Estonian citizen’s passport or ID-card has not been issued to a child earlier, please submit documents confirming  documents proving the right to the Estonian citizenship (for example, the Estonian citizen’s ID-card or passport, certificate of citizenship of the parent);
  • if you apply for a passport without fingerprint images, then, please submit a written explanation or other evidence concerning the reason for the necessity to issue a passport without fingerprint images, together with an explanation of why it is not possible to apply for a passport in ordinary procedure.


Issuance of the passport
The document will be issued to the applicant personally or to an authorised representative specified by the applicant upon the application for the document at a service office through the service office or foreign mission of the Republic of Estonia indicated in an application form within 30 days after acceptance of the application for processing. Delivery of the passport to a foreign representation may take more time. For information concerning the arrival and delivery of documents please contact the foreign representation of the Republic of Estonia, whereto you have ordered the document.

To a minor of at least 15 years of age, the passport shall be issued in person or to an authorised representative assigned at the time of applying for the document.

Passport applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to a legal representative of a child in Service Offices located in Tallinn only. To a minor of at least 15 years of age, the passport shall be issued in person or to an authorised representative assigned at the time of applying for the document.

By reception of the passport:

  • submit the identity document of the legal representative or of the authorised representative assigned by the legal representative at the time of applying for the document;
  • submit a valid passport issued to a child earlier, if it exists;
  • the official will compare the child’s (starting from 15 years of age) fingerprints to those given earlier.

 

On receipt of a document:

  • please provide a previously issued valid document of the same type


An authorised representative:

  • provides his or her valid identity document issued in Estonia
  • provides a valid document of the same type, issued to the applicant, if such document exists
