ID-card for a child

An application for an ID-card for a minor of less than 15 years of age is submitted by legal representative of the minor (for example, a parent, guardian, authorised representative of a guardianship authority).

An ID-card can be applied for in Service Offices, in foreign representations of the Republic of Estonia, or online.

An ID-card can be applied for in expedited procedure in the Service Offices. If an identity document has not been issued to a child earlier, then an ID-card in expedited procedure can be applied for only in the Service Offices located in Tallinn.

As an exception, an ID-card for a child can be applied for in expedited order in all Service Offices:

  • if child has born in Estonia after November 2011 and at least one of the parents of the child holds Estonian citizenship at the time of the birth of the child or
  • child has acquired citizenship by naturalisation.

Additional documents:

  • if a child has been born in a foreign country and his or her personal data have not been entered to the Estonian population register, please submit his or her birth certificate
  • if personal data (for example, name)of a child have been changed in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data of the child
  • if the name of the parent in the birth certificate and in identity document of the parent are different (name of the parent has been changed in a foreign country and changed data have not been entered to the Estonian population register, please submit the document proving change of the name (for example, marriage certificate)
  • if application is submitted by a guardian designated by the court or authorised representative of the guardianship authority and right of representation is not entered to the Estonian population register, please submit a document proving right of representation
  • if the Estonian citizen’s passport or ID-card has not been issued to a child earlier, please submit documents confirming  documents proving the right to the Estonian citizenship (for example, the Estonian citizen’s ID-card or passport, certificate of citizenship of the parent)



Issuance of the ID-card
An ID card will be issued to the applicant personally or to an authorised representative specified by the applicant upon the application for the document at a service office through the service office or foreign mission of the Republic of Estonia indicated in an application form within 30 days after acceptance of the application for processing. Delivery of the ID-card to a foreign representation may take more time. For information concerning the arrival and delivery of documents please contact the foreign representation of the Republic of Estonia, whereto you have ordered the document.

To a minor of at least 15 years of age, the ID-card shall be issued in person or to an authorised representative assigned at the time of applying for the document.

The ID-card applied for in expedited procedure will be issued within 5 working days (counting starts from working day following the day of submission of the application) to an applicant in person or to an authorised representative assigned by an applicant at the time of applying for the document in Tallinn Service Offices only.

On receipt of a document:

  • please provide a previously issued valid document of the same type


An authorised representative:

  • provides his or her valid identity document issued in Estonia
  • provides a valid document of the same type, issued to the applicant, if such document exists
