ID-card for an immobile person

If you are continuously unable to appeal to the Service Offices in order to submit an application due to your state of health:

  • you can apply for replacement of the ID-card online
  • the application for the ID-card can be submitted by representative who is authorised by the head of the rural municipality government, city government or guardianship authority.


Documents required for applying:

  • an application for identity documents (possible to fill in on a computer screen). Instructions for filling of an application form
  • 1 digital colour photo
  • a document certifying the payment of state fee;
  • a document evidencing the state of health of an applicant, which approves, that the health condition of the applicant does not enable permanently to visit a Service Office (for example, a medical certificate);
  • the applicant's written approval that his or her ID-card will be issued to the representative authorised by the head of the rural municipality government, city government or guardianship authority.


If application is submitted by the representative authorised by the head of the rural municipality government, city government or guardianship authority, then additionally it is necessary to submit:

  • the applicant’s written approval that the authorised representative may submit his or her application and to receive this document;
  • authorisation document of the head of the rural municipality government, city government or guardianship authority;
  • identity document of the authorised representative;
  • confirmation of the rural municipality government, city government or guardianship authority that the applicant’s state of health does not enable to appeal continuously personally to the Service Office;
  • act on checking the applicant’s identity (being prepared by the authorized representative).


Additional documents:

  • if the applicant has moderate, severe or profound disability and favourable conditions of paying the state fee apply to him or her, please submit the document certifying the applicant’s disability (for example, medial expert decision, pension certificate);
  • if the applicant has changed his or her personal data (for example, name) in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of applicant’s personal data (for example, marriage certificate);
  • a document evidencing the state of health of an applicant, which approves, that the health condition of the applicant does not enable permanently to visit a Service Office (for example, a medical certificate);


Issuance of the ID-card
An ID card will be issued to the applicant personally or to an authorised representative specified by the applicant upon the application for the document at a service office through the service office or foreign mission of the Republic of Estonia indicated in an application form within 30 days after acceptance of the application for processing.

On receipt of a document:

  • please provide a previously issued valid document of the same type


An authorised representative:

  • provides his or her valid identity document issued in Estonia
  • provides a valid document of the same type, issued to the applicant, if such document exists

 

Additional documents, if these were not submitted by applying:

  • the applicant’s written approval that the representative authorised by the head of the rural municipality government, city government or guardianship authority may receive his or her ID-card;
  • authorisation document of the head of the rural municipality government, city government or guardianship authority;
  • identity document of the authorised representative;
  • confirmation of the rural municipality government, city government or guardianship authority that the applicant’s state of health does not enable to appeal continuously personally to the Service Office.
