Important information for the applicant of the long-term residence permit

Permanent residence

Permanent residence in Estonia includes temporary absence from Estonia, if such absence does not exceed six consecutive months and a total of ten months during five years prior to the date on which the alien submits an application for long-term residence permit.

The permanent residence in Estonia, requested for granting a temporary residence permit for an alien who holds an European Union (EU) blue card, includes temporary absence from the Member States of the European Union, which does not exceed 12 consecutive months and in total 18 months within the last five years directly prior the submission of an application for the long-term residence permit.

In relation to an alien, who holds an EU blue card in Estonia, instead of the requirement of permanent residence in Estonia the requirement may be applied, that directly prior submission of an application for permanent residence permit he/she has been residing on the basis of the EU blue card in Member States of the European Union permanently at least five years, including the last two years in Estonia based on the EU blue card.

If absence from Estonia during the last five years prior to the submission date of the application has exceeded six consecutive months and a total of ten months during the last five years and if the Police and Border Guard Board has subsequently deemed his or her absence to be reasoned, then the period of permanent residence in Estonia, requested for long-term residence permit, will extend by the absence time.

In the Service Office, please submit documents required for applying for. The official will fill in the application questionnaire at the spot (no need to fill it in advance) and will capture the fingerprints from an applicant.

Legal income

Legal income must enable the maintenance of the alien and his/her family members in Estonia.

Requirement for legal income is a single subsistence level in Estonia for every month of stay in Estonia, depending on the size of the family. In 2017, the subsistence level is 130 euros per month.

Aliens who have settled in Estonia before 1st of July 1990 legal income is a 0,16 times subsistence level in Estonia for every month of stay in Estonia, depending on the size of the family.
 
Legal income are deemed to be:

  • lawfully earned remuneration for work;
  • parental benefits;
  • unemployment insurance benefits;
  • income received from lawful business activities or property;
  • pensions;
  • scholarships;
  • alimony (maintenance support);
  • benefits paid by a foreign state;
  • subsistence ensured by family members (i.e. spouse, parents of minor child, parents of adult children who need care and assistance, adult children or grandchildren of parents or grandparents who need care and assistance, parents or grandparents of adult child who is studying at full load, guardian) earning legal income.
